Those who watched Secretary of State Mike Pompeo’s testimony to the Senate on Wednesday about the content of the President’s meeting with Russian leader Vladimir Putin could be forgiven for thinking nothing has changed in U.S.-Russia relations. Sen. Robert Menendez (D-NJ), who is co-authoring legislation with Sen. Lindsey Graham (R-SC) to increase sanctions against Russia including targeting investors in the Eurasian country’s sovereign bonds led the questioning of Pompeo.

To the Secretary of State’s credit, Pompeo defended Trump’s prerogative to meet one on one with Putin and just their translators in the room as hardly unprecedented for great power summits. He also emphasized that U.S. policy with regards to non-recognition of Crimea’s accession to the Russian Federation and the Ukraine sanctions had not changed as a result of the Trump-Putin meeting. What has changed is the deep state’s recognition of defeat in Syria and constructive talks between Moscow, Washington and Tel Aviv on ending the conflict in that country — despite the provocative Israeli shoot down of a Syrian Air Force jet along the Golan Heights.

Austrian media, TASS and Russian TV have confirmed that the Trump-Putin summit is planned for July 15 in Vienna. While we are still a long way from the ‘G3’ (U.S.-China-Russia) summit the Asia Times journalist Pepe “empire of chaos” Escobar sources and others are hinting at, or the G4 of USA-Russia-China-India alignment that the LaRouche Movement has advocated for years, the balance of power is clearly changing. China’s Belt and Road Initiative (BRI) in particular is rapidly shifting the geopolitics in Europe, to the point that we are now seeing anti-Chinese government segments on prime time HBO comedy shows.

There is still enough time before the meeting planned for after the NATO summit in Brussels on July 11 and 12 for some sort of incident to be manufactured — such as a chemical weapons attack, or an alleged altercation between U.S. and Russian forces in Syria. Nonetheless, it appears as of this week that the so-called moderate Syrian rebels along the Golan Heights have been told not to expect any military intervention on their behalf, despite vague threats against Assad’s government liberating Syrian territory made by State Department spokeswoman Heather Nauert and UN Ambassador Nikki Haley.

As Harley Schlanger wrote for the Schiller Institute and RogueMoney this weekend, Trump’s defiance of Washington’s Cold War 2 consensus and the unraveling of RussiaGate with the FBI’s former no. 2 counterintelligence agent Peter Strzok being subpoenaed to testify before Congress are very good news for Americans and the world. Deep State actors up to their eyeballs in politicizing or outright fabricating intelligence, led by former CIA Director John Brennan, are tweet-projecting their fear of exposure onto the President. Syraq SITREP 58: Mattis Vows U.S. Will Stay in Syria Indefinitely, SAA Preparing Dara’a, Quneitra Offensive

NOTE: This is our 58th Syraq SITREP written for RogueMoney. Barring any major U.S. or Israeli strikes in Syria, the Russian Analyst plans to publish fewer Syraq SITREPs on RM this summer.

The Syrian Arab Army (SAA) is preparing for a major offensive to liberate the southern part of the country from jihadists who serve as a buffer between Damascus southern outskirts and the Israeli occupied Golan Heights. This offensive will be led by the SAA’s elite Tiger Forces commanded by Brigadier General Suheil Hassan (portrayed with Russian airpower art on the left) and the 4th Armored Division.

However, Islamic State remnants which have been attacking across the Euphrates River from territory nominally controlled by the U.S. and its Kurdish Syrian Democratic Forces (SDF) allies forced the SAA to delay the big push south. Syrian government forces have beaten back Daesh at Abu Kamal, a city that borders Iraq’s Al-Qaim which is the overland linkage between Damascus and friendly forces from Baghdad. SAA units also went on the offensive against ISIS in the southeastern Badiya Al-Sham region, killing over 20 Daesh terrorists near Sweida. But SAA fighting with ISIS units operating from American controlled territory continues.

Speaking on Friday at a NATO forum in Brussels, Defense Secretary James Mattis vowed to keep U.S. occupation forces in Syria indefinitely after the elimination of the remaining ISIS pockets along the Syrian-Iraqi border, saying a hasty withdrawal of American troops would be a “strategic blunder”.

As of this writing, the U.S. media has its knickers in a complete knot because of “Spygate,” the scandal evolving from the President of the United States exercising his constitutional powers to declassify secret intelligence documents bearing on the completely illegal investigation of his 2016 presidential campaign by the Obama White House, Obama’s intelligence chiefs, and their masters in the City of London.

In the view of the Anglo-American establishment, Trump is once again being insubordinate, refusing to be told what to do, unlike every American President since the death of FDR, with the exception of John F. Kennedy. So-called “experts” have been trotted out to sniff about “unsubstantiated,” “baseless” and “wild,” accusations, and “conspiracy theories,” propagated by the “unhinged” President of the United States. He aims, they say, to undermine the “rule of law,” which, according to them, emanates solely from the personage of Special Counsel Robert Mueller. These experts are taking their cues from former DNI James Clapper and Obama’s CIA Chief John Brennan and include numerous former staffers for Special Counsel Robert Mueller when he was at the FBI, who have become official commentators on CNN and other cable ventures. As we shall show you below, this amounts to letting the future inmates run the institution. They warn how dangerous and illegal the President is being in demanding that the “independent” Justice Department submit to oversight by the Congress and how dictatorial he has become by asserting that the President of the United States can declassify documents about a coup being run against his presidency. Turning Abe Lincoln on his head, they seem to think they can fool all the people, all the time.

Syraq SITREP 55: IAF Strikes Hezbollah Shi'a Foreign Fighters Training Base as US Warns Damascus Against Liberating Southwestern Territory Close to Jordan and Israel

On Thursday May 24, Israeli warplanes launched standoff missiles, reportedly killing twelve pro-government foreign fighters stationed between the towns of Boukamal and Hmeimeh in Deir el-Zour province. Syrian media initially blamed the U.S. for the air strike, raising fears that pro-Damascus forces were again clashing with the American backed Kurds in the Euphrates Valley as during the notorious (and wildly inflated Russian ‘Wagner mercenary’ casualties) battle of the Conoco gas field on February 6-7, 2018. But the Coalition denied Syrian and Hezbollah media reports of its involvement and the Russians clarified that no American units were involved.

The most likely explanation for the confusion is that Israeli Air Force (IAF) F15I jets were once again using U.S. transponder signals, which only the Russians would be able to distinguish on radar from U.S. Air Force F15Es. ISIS had been carrying out hit and run attacks in the Homs desert on the same day and the following days, drawing SAA reinforcements to the area.

Days after the IAF had boasted of using the stealthy F35 Adir in combat for the first time, Dabaa airbase in Homs province, no longer used by the Syrian Arab Air Force but known as a training ground for Hezbollah and its Iranian allied Iraqi/Afghan Shi’a fighters, was also hit by a several missiles. Syrian air defense forces claim to have shot down some of the incoming projectiles, and video was posted online of Syria’s old S200 SAMs firing into the night skies. After Damascus victoriously ended seven years of fighting in and around the Syrian capital, the Trump Administration warned the Syrians not to advance on the deescalation zone in Deraa, the ‘cradle of the revolution’ where jihadists are still providing Israel with a small buffer zone.

A Japanese newspaper has raised the prospect that President Donald Trump's crucial June 12 summit with D.P.R.K. leader Kim Jong-un may be joined by China's President Xi Jinping. This report, sourced to an unnamed American official, is not at all confirmed. But the potential of the leaders of the three Armistice countries of the Korean War meeting, with the included goal of ending it with a treaty, is a very significant one for that summit furthering peace and economic progress in the world.

More important, however, is that President Trump decide between his own campaigning for Alexander Hamilton's "American System" to "make America great again," and the British system of high profits from trade and cheap labor, which his party and advisors push on him.

Why? Because the decision for the American System means joining in cooperation with China's extraordinary Belt and Road Initiative of great infrastructure projects, which itself culminated decades and decades of China's learning and adopting Hamilton's economics with Chinese characteristics. And that will make President Trump's Korea "deal" succeed.

As EU Countries Balk at New US Sanctions/Metals Tariffs, Russia and China Plot to Further Undermine King Dollar

Last week Russian oligarch Oleg Deripaska reportedly agreed to sell his ownership stakes in Rusal, one of the world’s leading aluminium producers, in exchange for reprieve of U.S. Treasury Department sanctions against the conglomerate. As the Financial Times reported, “The sanctions against Rusal have shut off 8 per cent of the world’s aluminium supply since they were introduced this month. Rusal is the world’s second-largest aluminium producer and the largest outside China, with output of 3.7m tonnes a year.”

Left out of this aluminum shut off story has been the turmoil in global metals supply chains caused by the American sanctions, which compared to the individual specific measures announced after Crimea rejoined Russia in 2014, have significantly more bite. However it isn’t just the Russians but also the Europeans, and raw materials miners as far afield as Australia, Africa and South America who will feel bitten from the latest escalation in American economic warfare. It is likely European aluminum importers’ concerns and not just Russian requests for clarification and modification of the sanctions which have delayed — but not blocked — their implementation. The fact that Deripaska paid Beltway bandit turned brief Trump campaign manager Paul Manafort millions as well as (and less covered by the Trump-loathing press) Hillary Clinton crony Adam Waldman for years to establish businesses and unsuccessfully lobby on his behalf complicates matters.

Despite being cleared by the Republican-led House Intelligence Committee from what was an Anglo-American deep state hoax to begin with, the lingering toxic cloud of Russiagate means the Trump Administration continues to posture as tougher on Russia than its predecessor. Moscow can expect the economic war to escalate, as an alternative for Washington to kinetic hostilities with the Russians or Iranians that would run the politically unacceptable risk of military prestige-crumpling losses. Nonetheless, in Paris, Brussels and Berlin, the ‘coincidence’ of Washington seeking to trash Russia’s aluminum exporting powerhouse at the same time the Americans threaten to throw up tariff barriers to EU aluminum and steel cannot be dismissed as anything other than economic warfare against the Continent, under the guise of Cold War 2.

Macron, clearly speaking for the Empire (as the French are wont to do) acted as if Trump had agreed with him that the U.S. must stay in Syria as an occupying power, that he would soon return the U.S. to the green fascist Paris agreement on deindustrializing the world to "save the planet," and that when Trump complains about "fake news," he means the Russians.

Pardon, Monsieur, but the British coup attempt against the President has not yet succeeded, and, in fact, it is in deep trouble, as MI6 agent Christopher Steele and his American accomplices in the Obama intelligence community and Obama's State Department are increasingly facing criminal investigations themselves. California Rep. Devin Nunes, leading the House Intelligence Committee investigation into the accusations behind the Russiagate scam, has determined that "there was no official intelligence that was used to start this investigation." Rather, it was all British lies, peddled into the mass media as "fake news" — as Trump correctly asserted and repeatedly denounced.

Syraq SITREP 47: British Media Denies UK Special Operators May Have Been Captured by Syrian Arab Army, OPCW Headed to Douma as US/UK/French Strikes on Syria Delayed, If Not Denied

In the weeks prior to the chemical attack in Douma, which Moscow has denounced as a false flag operation, the British government accused the Russian state of poisoning Sergei and Yulia Skripal with a nerve agent, one supposedly many times deadlier than VX. Yet both the ex-GRU agent and British intelligence asset father and his daughter miraculously survived. After her release from a Salisbury hospital, Yulia has now allegedly issued a statement through the Metropolitan Police that does not appear to be written in her own words. The statement dismisses the opinions of her cousin Viktoria presented to Russian television, that the British government is restricting Yulia's freedoms or denying her legal rights under UK law to receive consular assistance from the Russian Embassy in London. Not surprising, the Russians believe Yulia may be under duress or is being fed false information in a sequestered information environment to support the UK version of events.

The Organization for the Prohibition of Chemical Weapons (OPCW) has allegedly confirmed UK government lab test findings, but like the director of Porton Down, refuses to explicitly name Russia as the source of the agent said to be drawn from the Skripals blood samples. That of course has not stopped Her Majesty's Government and the British media from insisting the OPCW findings prove PM Theresa May and FM Boris Johnson's assignment of guilt to Russia anyway. The fantasy that Russia and only post-Soviet Russia and not any other state or deep state attached organization could manufacture 'novichok' must persist -- even if a professor of organic chemistry at Cornell University stated that non-state actors could produce the toxin.

While there is a clear connection between the weeks-long drumbeat surrounding the Skripal case and what happened in Douma, namely the Pavlovian conditioning of the public to associate 'chemical warfare' with Russia and enormous political pressure placed on the OPCW to corroborate (post)Western governments accusations against Moscow, there has been another alleged motive behind PM Theresa May and FM Boris Johnson's Russia hysterics. According to pro-Syrian government and Iranian sources, multiple British special operations soldiers or disavowed MI6 assets operating contrary to the laws of war outside of uniform were captured in the eastern Ghouta pocket. Supposedly these Brits were tasked with setting off a chemical false flag that failed prior to the Douma operation. The captured Special Air Service commandos or operatives were reportedly being detained in highly secure prisons spread around Damascus, precluding any hopes for a successful extraction mission. According to Vanessa Beeley, there were also hundreds of British passport holders among the thousands of Arabic speaking jihadists evacuated on the green buses to Idlib. It should be noted that frequent RM guest London Paul reported these allegations of far deeper and more direct British involvement with the Syria jihadis than any mainstream media outlet has admitted weeks ago (see his latest Rogue Mornings interview posted above).

On Wednesday the Trump Administration made a predictable announcement -- despite the Commander in Chief's call for a withdrawal, American soldiers would stay in the war-torn country for the near future 'in consultation with allies'. Trump pushed against the Swamp, and the Swamp which includes the deep state pushed back and won the argument -- or has it? The overwhelmingly negative legacy media coverage of Trump's speech last week  to Ohio workers calling for other, unspecified powers to take up the burden of post-war reconstruction and nation building in Syria was nonetheless revealing. As they have many times since Trump's improbable election, Americans have caught another glimpse behind the curtain as to who actually rules in Washington -- and it isn't their elected representatives or President, not when it comes to abandoning the years-long and multi-multi-billion dollar failed investment Washington made in Syria regime change.

In Ankara-hosted talks between their leaders this week Russia, Turkey and Iran remain in the driver's seat in Syria with Washington delegated to the margins, as U.S. plans to use the Kurds to carve out a statelet in the northern part of the country lie in tatters thanks to the Turkish Army's intervention. East of the Euphrates in the badiya or oil and gas-rich desert scrubland where the Pentagon has been building bases, Arab tribes are reportedly displaying the Syrian government flag, and there are rumors (likely false) of roadside bombings and ambushes against American troops. Although these accounts picked up by Southfront cannot be confirmed, they seem to be mirror imaging of U.S. media propaganda that American forces killed 'hundreds' of Russian Wagner mercenaries back in February; alternatively they represent warnings to the Pentagon and the Trump White House that U.S. troops are far more vulnerable to Iraq-insurgency style tactics than Washington's promoters of occupying Syria have imagined. At the very least, members of Arab tribes bombed by the Americans during those early February clashes may be intent on revenge and can easily blend in with civilians while planting IEDs or carrying out ambushes against U.S. forces.

The clash between a commander in chief who claims to be determined to shake up how Washington does things and the Swamp/established bureaucracies apparently continued on Thursday, when President Donald Trump suggested in a speech to Ohio workers that U.S. forces would leave Syria soon. The mission of 'knocking the hell out of ISIS' Trump declared, had been accomplished and, "We're coming out of Syria very soon. Let the other people take care of it now, very soon. Very soon, we're coming out."

The question of what was the official U.S. position if not that of the President was pushed to the Pentagon, who punted to the White House, and the State Department spokeswoman Heather Nauert declared herself unaware of any change in policy. Astute RogueMoney readers will note this is the same Nauert who declared the Russians were playing the victims following their expulsion of 60 American diplomats and closure of the U.S. consulate in St. Petersburg, in retaliation for Washington shutting down the Russians' Seattle consulate and booting sixty Russian diplomats or alleged spies under diplomatic cover. The so-called Skripal affair and the failing British attempt to 'link' the alleged use of nerve agent against one of their Russian assets on UK soil to (false flag) chemical weapons attacks in Syria being the stated justification for the harsh American measures against Russia's diplomatic missions to the U.S. and UN. Nauert also compared, in a bizarre press conference metaphor she used this week, the Russian state to some beast from the deep with many tentacles.

Even after forcing out Russophobic national security adviser H.R. McMaster, only to replace him with neocon bomb-bomb-bomb Iran enthusiast John Bolton, the contrast between Trump and his cabinet and the agencies that nominally follow his lead remains extreme. As MSM articles covering Trump's seemingly off the cuff promise to withdraw U.S. troops from Syria made clear, the Pentagon under Secretary of Defense James Mattis has refused to give any timetable for an American withdrawal from the territory liberated from ISIS it's (illegally) occupying east of the Euphrates. But Trump's hint at 'letting others take care of it' meaning the remnants of ISIS or Al-Qaeda (also known to RM readers as al-CIA-eda) strongly suggests that our friend at LaRouchePAC Harley Schlanger is correct, and the President's instincts are to cooperate with the Russians and Turks in establishing a durable peace deal in Syria. Which is precisely the opposite of what rabidly anti-Iran hawks like UN Ambassador Nikki Haley and John Bolton Trump appointed and who serve at his pleasure are demanding...and what Trump's BFFs in Israel are suggesting with their braggadocio about 'stealth' F35 missions through Syria and Iraq's air space to strike Hezbollah and Assad's patrons in Iran.

Syraq SITREP 41: Chemical False Flags Fail, Gerasimov-Dunford Hotline Talks and Turkish Occupation

On March 20 Russian Defense Minister Sergey Shoigu announced that three attempts by jihadists to use chemical arms in Syria had been foiled. The following day the commander of Russia's nuclear, chemical and biological defense troops Igor Kirillov declared during a press conference about the poisoning of ex-GRU agent Sergey Skripal in the United Kingdom that Syrian government forces had captured forty tons of poisonous substances the jihadis intended to use for staged chemical attacks to be blamed on the Assad government. Kirillov's comparison of the attempted chemical false flags in Syria with the poisoning of Sergei Skripal in Great Britain blamed by the HMG on Russia elicited outraged tweets from the usual neocon fanatics. Russian MoD warnings that Syrian militants both 'moderate' and Al-Qaeda linked had tried to stage chemical false flags but failed were followed by Pentagon statements that they had observed a build up of pro-Damascus forces close to the Euphrates River deconfliction line. The Americans vowed to defend themselves from any Syrian government attacks, without presenting any legal basis under international law for carving out their quasi-permanent zone of occupation inside Syria. Meanwhile, Syrian government media outlets accused the U.S. Army of evacuating ISIS personnel on Blackhawk helicopters as the Daesh terror group launched isolated attacks in the greater east Damascus countryside and against security forces across the border in Iraq. The U.S. Joint Chiefs of Staff USMC Gen. Joseph Dunford announced productive deconfliction talks this week with his counterpart, Russian Chief of Staff Valery Gerasimov.
