Syraq SITREP 60: Putin and Trump Plan Syria Talks at Helsinki Summit, Neocons Claim Kremlin and Iran Plotting Attacks on U.S. Troops

The Syrian Arab Army is achieving rapid advances as part of Operation Basalt. Many ‘Free Syrian Army’ militants are surrendering without a fight, and a few have joined in the pro-government forces offensive against the Al-Qaeda linked jihadists. According to CNN, President Trump told King Abdullah during their meeting last week in Washington that he intends to strike a deal with Russian President Vladimir V. Putin to facilitate the withdrawal of American troops from the Al Tanf area bordering Jordan and Iraq. U.S. backed Kurdish fighters recently clashed with pro-government militias near the extensive deconfliction line the Americans enforce around their illegal under international law base. The Russian Defense Ministry has complained the Americans use al-Tanf to harbor and re-train former ISIS terrorists.

Naturally, The Wall Street Journal’s editorial board and reporters are disturbed, while the neocons are enraged that Trump would make any concessions to the Russians. But Trump reportedly intends to demand — in return for a phased American withdrawal — the complete exit of Iranian, Hezbollah and pro-Iranian Shi’a foreign fighters from Syria. Even with the great prestige Russia enjoys among its Syrian allies and frenemies in the Turks alike, it isn’t clear Putin can deliver on this demand. Damascus has hosted at least a few Iranian military advisers since the early 1980s.

Also, the prospect of a false flag operation, either against U.S. troops or a chemical attack on Syrian civilians to be blamed on Assad, is not to be taken lightly. If the globalists cannot stop the Trump-Putin summit now set for July 16 in the Finnish capital Helsinki, the neocons appear hellbent on spoiling or blocking any positive outcomes from it…

Syraq SITREP 58: Mattis Vows U.S. Will Stay in Syria Indefinitely, SAA Preparing Dara’a, Quneitra Offensive

NOTE: This is our 58th Syraq SITREP written for RogueMoney. Barring any major U.S. or Israeli strikes in Syria, the Russian Analyst plans to publish fewer Syraq SITREPs on RM this summer.

The Syrian Arab Army (SAA) is preparing for a major offensive to liberate the southern part of the country from jihadists who serve as a buffer between Damascus southern outskirts and the Israeli occupied Golan Heights. This offensive will be led by the SAA’s elite Tiger Forces commanded by Brigadier General Suheil Hassan (portrayed with Russian airpower art on the left) and the 4th Armored Division.

However, Islamic State remnants which have been attacking across the Euphrates River from territory nominally controlled by the U.S. and its Kurdish Syrian Democratic Forces (SDF) allies forced the SAA to delay the big push south. Syrian government forces have beaten back Daesh at Abu Kamal, a city that borders Iraq’s Al-Qaim which is the overland linkage between Damascus and friendly forces from Baghdad. SAA units also went on the offensive against ISIS in the southeastern Badiya Al-Sham region, killing over 20 Daesh terrorists near Sweida. But SAA fighting with ISIS units operating from American controlled territory continues.

Speaking on Friday at a NATO forum in Brussels, Defense Secretary James Mattis vowed to keep U.S. occupation forces in Syria indefinitely after the elimination of the remaining ISIS pockets along the Syrian-Iraqi border, saying a hasty withdrawal of American troops would be a “strategic blunder”.

When it comes to the Russia-China alliance, many Westerners tend to view it simplistically, basically as China buying oil and gas plus acquiring military technology from the Russians. As the Russian Analyst noted in a previous post about the Valdai discussion group meetings in Shanghai of April 2018, several Chinese experts points of emphasis was greater cooperation between Russia and China in the media space. We see examples of this in RT launching a Chinese language channel in 2017 and more recently, in CGTN’s coverage of the 2018 St. Petersburg International Economic Forum (SPIEF). But these programs have mostly targeted international rather than domestic Russian audiences, even as polling data shows Russians rank China as their country’s greatest friend on the world stage, alongside former Soviet republics Belarus and Kazakhstan, and well ahead of European trading partners Germany and France. China requites this ‘love’, to the extent that the historically inward looking and vast Middle Kingdom can, with polling data showing Putin is the most admired world leader among 1.4 billion Chinese.

Late in May Russian TV extensively promoted a new documentary film titled “The Chinese Dream: Path to Revival” by Alexei Denisov. The title is suggestive, not only of China’s revival, but that of Russia as well.

The clash between a commander in chief who claims to be determined to shake up how Washington does things and the Swamp/established bureaucracies apparently continued on Thursday, when President Donald Trump suggested in a speech to Ohio workers that U.S. forces would leave Syria soon. The mission of 'knocking the hell out of ISIS' Trump declared, had been accomplished and, "We're coming out of Syria very soon. Let the other people take care of it now, very soon. Very soon, we're coming out."

The question of what was the official U.S. position if not that of the President was pushed to the Pentagon, who punted to the White House, and the State Department spokeswoman Heather Nauert declared herself unaware of any change in policy. Astute RogueMoney readers will note this is the same Nauert who declared the Russians were playing the victims following their expulsion of 60 American diplomats and closure of the U.S. consulate in St. Petersburg, in retaliation for Washington shutting down the Russians' Seattle consulate and booting sixty Russian diplomats or alleged spies under diplomatic cover. The so-called Skripal affair and the failing British attempt to 'link' the alleged use of nerve agent against one of their Russian assets on UK soil to (false flag) chemical weapons attacks in Syria being the stated justification for the harsh American measures against Russia's diplomatic missions to the U.S. and UN. Nauert also compared, in a bizarre press conference metaphor she used this week, the Russian state to some beast from the deep with many tentacles.

Even after forcing out Russophobic national security adviser H.R. McMaster, only to replace him with neocon bomb-bomb-bomb Iran enthusiast John Bolton, the contrast between Trump and his cabinet and the agencies that nominally follow his lead remains extreme. As MSM articles covering Trump's seemingly off the cuff promise to withdraw U.S. troops from Syria made clear, the Pentagon under Secretary of Defense James Mattis has refused to give any timetable for an American withdrawal from the territory liberated from ISIS it's (illegally) occupying east of the Euphrates. But Trump's hint at 'letting others take care of it' meaning the remnants of ISIS or Al-Qaeda (also known to RM readers as al-CIA-eda) strongly suggests that our friend at LaRouchePAC Harley Schlanger is correct, and the President's instincts are to cooperate with the Russians and Turks in establishing a durable peace deal in Syria. Which is precisely the opposite of what rabidly anti-Iran hawks like UN Ambassador Nikki Haley and John Bolton Trump appointed and who serve at his pleasure are demanding...and what Trump's BFFs in Israel are suggesting with their braggadocio about 'stealth' F35 missions through Syria and Iraq's air space to strike Hezbollah and Assad's patrons in Iran.

Destined for War: Can America and China Escape Thucydides’ Trap? by Graham T. Allison, with an introduction by Henry Kissinger.

The “Thucydides Trap” thesis has become a very influential way of considering an approach to war avoidance with China. The phrase “Thucydides Trap” was coined by Graham Allison, and the book in question here is the one which made this phrase famous. Allison purports to demonstrate that war is almost always the inevitable outcome when a rising power reaches a point of economic and military strength such that it challenges the hegemony of the existing dominant power. Allison coined the term “Thucydides Trap” from Thucydides’ History of the Peloponnesian War, which describes the decades-long conflict between Athens and Sparta.

The basis for the book was a project run by Harvard’s Belfer Center, which examined sixteen cases since the year 1500 in which a rising power eclipsed an entrenched power. In twelve cases this led to war, and in four cases it did not. Allison’s mentor, as he discussed it at a Harvard seminar at the releasing of his book, is Henry Kissinger. So, the Thucydides Trap thesis, as a strategic doctrine, has the authority of both Kissinger and Harvard University.

This week it was the turn of the Dutch security services and their chosen media mouthpieces to do their part to prop up the 'Russians hacked the Democratic National Committee and sent the emails to Wikileaks' Narrative. The sensational story from De Volkskrant and the TV program Nieuwsuur claims that AIVD, the Dutch General Intelligence and Security Service technicians observed the SVR's 'Cozy Bear' group hacking the Democratic National Committee (DNC) in real time. This latest story sourced to anonymous spooks, the Dutch-owned English-language Moscow Times explains, may account for the otherwise inexplicable failure of the FBI to subpoena physical access to the DNC's servers controlled by private, Atlantic Council-linked security firm Crowdstrike. A firm that has been conspicuous by its absence from more recent stories, including from the Associated Press, sourced to other cyber security companies concerning the DNC 'hack'.

However, as Crowdstrike critics like cyber security expert Jeffrey Carr have pointed out, 'Cozy Bear' aka Advanced Persistent Threat (APT) 29 is not a proven group of Russian hackers, but a set of tools and techniques which have been 'in the (dark web) wild' for several years and used by online criminals likely based in multiple countries, including on at least one occasion intruders linked to domains in Ukraine (through if not from which John Podesta's Gmail account was allegedly spearphished). The anonymously sourced story is also inconsistent with previously reported 'confessions' from Russians under prosecutorial duress that they hacked the DNC on Kremlin orders off site, chock full of inconsistencies and seriously suspect timing. The Russian Analyst started his analysis with the ridiculous claim that Russia's external intelligence service Sluzhba vneshney razvedki (SVR) would hide a notorious hacking team targeting the White House and State Department in plain sight, literally steps from the Kremlin inside or beneath a building (judging from the article's description) belonging to the M.V. Lomonosov Moscow State University's faculties of journalism or African and Asian studies.
